
SOME OF CATHEY'S ACHIEVEMENTS ON CITY COUNCIL

Helped craft new 2022 City Water Policy that carefully manages our water with a water budget, provides City water only to annexed parcels, and allows the formation of Water Improvement Districts only with other Governmental entities, not private developers.

Led the effort, along with the Public Works Director, to pass code changes requiring developers to use long lasting ductile iron water mains in their developments, instead of PVC plastic pipes. This will save taxpayers millions of dollars in repairing breaks.

Initiated a formal working relationship between City Council, City Management and our State representatives in the House and Senate, in order to have a voice at the Capitol as to legislation and appropriations.

Along with Save the Dells and community support, preserved the Heart of the Dells from development.

Supported an Intergovernmental Agreement between the City, Yavapai County, and Prescott Valley to purchase 2200 acres of State Trust land on Glassford Hill, for the Glassford Dells Regional Park. Then worked to secure a $3.5 million appropriation from the State, to help with the purchase of this land.

Supported the City Charter Committee in crafting and placing 13 City Charter Amendments on the ballot, of which 12 passed.

Supported and helped pass the Airport Vicinity Overlay District, to keep future churches, day care centers, homes and other non compatible uses out of the runway crash zones.

Worked on and supported Public Safety Proposition 478 which was passed by the voters, keeping Prescott safe by building new Fire Stations and hiring more EMS, Police, and Fire personnel.

Opposed the building of the Sundog Connector because of the impact on the Regional Park and the unreasonable cost vs the benefits. It would also have promoted development on Glassford Hill.

Initiated policies outlining the specifics and the criteria for naming City buildings and property, donating art to the City, and Mayoral Proclamations.

In five years on Council, had an almost perfect attendance of Executive, Study, Voting, and Special Sessions. Was committed to showing up and representing you full time!

Served as Mayor Pro Tem for one year.

Chaired the Water Issues Subcommittee.

Served as Council Liaison to the Firewise and Airport Committees.

CATHEY'S PRIORITIES GOING FORWARD
Water
Complete work on the Long Term Water Management Plan For Prescott. Then work with our neighboring communities towards a Long Term Regional Water Management Plan.
Work at the state level on creating Rural Water Management Districts. Protect our water supply, water quality and the flow of the Upper Verde River.
Well Planned and Well Managed Growth
Growth that respects our values and values our town and benefits the community. Growth that protects those things that make Prescott special.
Public Safety
I helped spearhead the effort to get Prop 478 passed which will provide needed funding for new fire stations, police, fire, EMT and dispatch personnel. And I will continue to make sure these needed improvements move forward and that the funds are used as the voters intended.
Infrastructure
It is critical that the city maintain its current infrastructure and plan for future needs. This includes water, sewer, roads, traffic management and public safety. I will work with the council, our city manager and staff to be sure we meet these priorities.
Open Space and Environment
The citizens of Prescott have repeatedly shown that they value our natural open space. It is important to the health and welfare of our citizens, ecotourism and our economy. I support the mission and goals of Save the Dells. They have endorsed me in each of my previous campaigns for City Council and are endorsing me for Mayor.
Economic Development
I strongly support economic development but not at ANY cost. It must:

respect our values and add value to our community

protect the quantity and quality of our water

provide good jobs for young working families

help us work towards the goal of availability of workforce/affordable housing, with a diversity of options and exploring private-public partnerships
Fiscal Responsibility
I believe that a well managed government organization must budget wisely according to its most important needs and provided services. Then it must use its resources efficiently to meet those needs and provide those services within budget.
Truth, Integrity, and Transparency
These characteristics are important in elected officials. I have never taken campaign contributions from developers because it is conflict of interest. I believe in more public input not less. I supported the return of the "Call to the Public", which gives citizens a way to voice their concerns. You will always know where I stand on an issue.
Rodeo and Western Heritage
I have always been a supporter of the rodeo, of keeping it at its current location and making the needed improvements, but not significant expansion. The rodeo, our Western Heritage, our historic downtown and courthouse plaza are all part of what makes Prescott special.
